Delaware County Community Services

Medical Programs

Provides for services through the University of Iowa Hospitals for low-income individuals who do not have other medical coverage.

Non-Medical Programs

Provides limited assistance with rent, utilities, dental, medical, and burial for very low income county residents.

MH / MR / DD Services

Community Services coordinates county funded services to mentally ill, intellectually disabled, and developmentally disabled county residents.

Case Management

Delaware County is the Medicaid provider for the case management entitlement program which began in July 1993.

Community Life Program

Provides supported community living to persons with mental illness, intellectual disabilities, and developmental disabilities.

Delaware County Department of Human Services

The Department oversees the state’s major human services programs for children, adults, and families in need. These programs include: financial assistance such as Family Investment Program, Food Stamps, and Title XIX Medical Services; juvenile institutions; Block Grant services such as child and adult protection, day care, foster care, transportation, adoption, and family planning; community-based corrections; minimum, medium and maximum security adult correctional facilities; Veterans Home; institutions for the mentally ill and intellectually disabled; and services for the developmentally disabled.

Operation New View

The mission of Operation: New View Community Action Agency is to mobilize federal, state and local resources within Dubuque, Delaware and Jackson counties to focus on planning and operating programs designed to eliminate poverty by serving the needs of low-income people and providing them with the opportunities, motivation, skills and knowledge to become self-sufficient and to reach their full potential.

Child Care Resource and Referral agencies provide support services to parents, providers, employers and the community in response to unmet needs. Child Care Resource and Referral agencies provide a variety of services that help improve availability, affordability and quality of child care statewide.
