Community Life
Community Life is a supported community living hourly program for those with intellectual disabilities or with a mental health diagnosis.
General Assistance
There are three kinds of assistance in Delaware County:
- Emergency assistance for needy persons,
- Assistance for poor persons,
- Assistance for an extended nature.
Veterans Affairs
The Veterans Affairs Commission provides assistance to Delaware County veterans who were discharged under Honorable Conditions and/or their family members.

Child Care Resource and Referral
Child Care Resource and Referral agencies provide support services to parents, providers, employers and the community in response to unmet needs. Child Care Resource and Referral agencies provide a variety of services that help improve availability, affordability and quality of childcare statewide.
HACAP
HACAP has been serving Eastern Iowa individuals in need since 1956. Its mission is to help people develop skills to become successful and build strong communities. HACAP offers a variety of services within their 5 initiatives that assist 72,000 individuals every year with over 300 employees in 9 counties.
Programs include: Outreach, Energy Assistance, Weatherization, Head Start, Child and Adult Care Food Program, Santa’s Helper/Coats for Kids, Emergency Child Care, Preschool Scholarships, and Hawk I Insurance.
